About Community Based Care of Brevard dba Family Partnerships of Central Florida

Community Based Care of Brevard, Inc., doing business as Family Partnerships of Central Florida, is a nonprofit organization headquartered in Rockledge, Florida. Founded in 2003 in response to Florida’s legislative mandate to privatize foster care services, the organization serves as the lead child welfare agency contracted by the Florida Department of Children and Families. It manages child abuse prevention, foster care, adoption, independent living, and community outreach programs for children and families across Brevard, Orange, Osceola, and Seminole counties, serving approximately 8,500 children and youth each year. Because the organization works with vulnerable children and families in the child welfare system, it handles highly sensitive personal information including Social Security numbers.

What Happened?

Community Based Care of Brevard dba Family Partnerships of Central Florida was listed in a HHS Office for Civil Rights breach portal report filed on July 17th, 2026. The incident is classified as a hacking/IT incident involving a network server, with 8,151 individuals affected. Social Security numbers were among the data involved, as confirmed by the Vermont Attorney General filing. The organization began notifying affected individuals on approximately July 1st, 2026.

According to reporting by ClaimDepot, an unauthorized third party accessed and removed data from Family Partnerships’ systems between December 4th, 2025 and January 2nd, 2026. The ransomware group known as Money Message has claimed responsibility for the attack and allegedly posted about the incident on the dark web on January 28th, 2026; these are attacker-side allegations and have not been independently confirmed by the organization or regulators. The Massachusetts Attorney General notification letter states the organization is unable to provide further details about the nature of the event under Massachusetts law. Notably, roughly six months passed between the apparent end of the unauthorized access period and the start of consumer notifications. As of late July 2026, multiple law firms — including Shamis & Gentile P.A., Cole & Van Note, and Federman & Sherwood — have announced investigations into potential class action claims on behalf of affected individuals, though no filed lawsuit has been identified.
